Why it is wrong for a digital agency to charge you to leave their service

Marlow is a particularly active town during the Christmas period and the council arrange and run a number of events. The local shops tie into these events and often offer seasonal deals. A challenge for visitors though is finding the shops, as Marlow is full of side streets.
We approached the council with the idea of creating an app which would allow local shops and venues to feature their details and a list of any events. The app would then allow users to locate venues on the map, visit the shops, take photos of items they like and compile / share wish-lists on social media.
